IGNORANCE

Premeditated Ignorance is the quality or condition of deliberate unawareness. It is 

when people do not know because they do not  want to know.  

If they did know, they would have to take responsibility for the knowledge; and, they 

would thereby be required to renegotiate their identity and to relinquish their status, 

privileges, and authority, that are derived from the false order of knowledge. 

At the very least, they would be compelled to leave their comfort zone.  

The active choice to stay uninformed, avoid the  facts, and ignore the consequences 

of one's actions. This relies on avoiding responsibility, protecting self-image, and 

preventing uncomfortable emotions.

Why! To: 

• Avoid responsibility: 
• Steer clear of facts to escape blame or legal guilt.
• Protect comfort: 
• Stop bad feelings and the fear tied to hard truths.

People make selfish decisions because they did not check the facts. Groups reject 

outside views to maintain the status quo. However, courts do not accept intentional 

blindness as a true defence.

IF ONLY GOVERNANCE IN TASMANIA COULD CONSIDER ANYTHING LIKE THIS

Local Govt in Tasmania cannot see a way in which it can deliver housing for people suffering housing stress as an outcome of housing being seen as an investment rather than a human right. 

There is much to be said on this subject but the STATUSquo is not delivering. The system is failing and mostly because the governed are not being allowed to engage meaningfully in their governance.

This German exemplar is but one option and there are a myriad of possibilities if only Local Govt can see its way clear to engage with its contituency via Direct Deliberative Democracy in a 21st C context. 

The expertise and experts that Local Govt NEEDS is NOT generally on many, if any, municipal payrolls [An Aust Reference to consider]

The 14th Dalai Lama defines home through a famous quote: "Home is where you feel at home and are treated well." Beyond a physical building, he views home as a loving atmosphere, a safe feeling of acceptance, and the entire planet Earth as our shared global house. Governance has a role in HOMEmaking!

The modern papacy teaches that a lack of housing is a grave violation of human dignity. Popes have consistently called for structural action from governments, stating there is "no social or moral justification" for homelessness, while implementing direct Vatican support like shelters, medical clinics, and permanent housing provisions.

The Church's teaching emphasizes that owning or having a secure home is tied directly to personal growth, family stability, and self-worth.

A WAY FORWARD

LOCAL GOVERNANCE'S RELEVANCE HAS BEEN DIMINISHING 

OVER TIME TO A POINT WHERE THERE NEEDS TO BE 

FUNDAMENTAL AND INCREMENTAL CHANGE

IN ORDER TO RESTORE RELEVANCE

coalition43's network of network's current alliances and affiliations have evolved and by-and-large 'associates' have until recently have been focused on other social networks. Nonetheless, they have been in various ways been working towards making Local Govt more transparent and truly accountable in a 21st C context. 

Despite changes in Federal and State Government these changes have not generally  bresulted in governance that fits 21st C needs and aspirations. Local governance is where 'the governed' need to be much more directly engaged in their governance rather than devolve their self governance role to self-nominted representatives

Against that background the decision to rebrand has been made to accommodate the network's evolving understandings of placemaking and governance from a geographical perspective and relative to the aspirations of, and the layering of, Communities of Ownership and Interest.

20.   Functions and powers

(1)  In addition to any functions of a council in this or any other Act, a council has the following functions:

(a) to provide for the health, safety and welfare of the community;

(b) to represent and promote the interests of the community;

(c) to provide for the peace, order and good government of the municipal area.

(2)  In performing its functions, a council is to consult, involve and be accountable to the community.

(3)  A council may do anything necessary or convenient to perform its functions either within or outside its municipal area.

(4)  A council may transfer to a single authority or a joint authority –

(a) any of its assets and liabilities on any condition it determines; or

(b) any of its employees.

(5)  A council may –

(a) acquire, hold, dispose of and otherwise deal with property; and

(b) sue and be sued in its corporate name.
